Lhasa, capital of Tibet Autonomous Region, will be built into an international tourist city and the relevant plans for such a project have already been reviewed, Chinatibetnews.com reported. According to the Lhasa Tourism Bureau, the planning work began in May 2013, four kinds of development layouts were designated.
